Board of Education requested to review by-laws, policies, administrative rules, statutes, and internal practices to provide legal protection for teachers and administrators concerning student re-admission following disciplinary action for alcohol or drug abuse.

Board of Education directed to make necessary changes to policies and procedures to indemnify and hold harmless teachers and administrators for incidents arising from student re-admission over their objections.

Board of Education required to submit a report of findings and any changes made to the Legislature no later than twenty days prior to the Regular Session of 2013.

Board of Education required to submit a separate report including any proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2013.

Certified copies to be transmitted to the Board of Education Chairperson, Superintendent of Education, Hawaii State Teachers Association President, and Hawaii Government Employees Association Executive Director.
