Recognizes the 40th anniversary of the Coastal Zone Management Act of 1972 (16 U.S.C. 1451 et seq.) and supports the State's role in stewardship of coastal and ocean resources in partnership with the federal government.

Acknowledges that Hawaii's Coastal Zone Management Program was approved in 1977 and codified as Chapter 205A, Hawaii Revised Statutes.

Notes that state and county agencies in coastal zone management areas must consider ecological, cultural, historic, aesthetic, recreational, scenic, and open space values, as well as coastal hazards and economic development needs under section 205A-4, Hawaii Revised Statutes.

Affirms the State's responsibility to manage and conserve public trust in coastal and ocean ecosystems and maintain quality of life in coastal communities for current and future generations through the federal-state partnership.

Requires certified copies be transmitted to the National Oceanic and Atmospheric Administration, Hawaii's congressional delegation, and the Governor.
