Request the Public Utilities Commission to adopt rules enabling group net metering, which allows multiple customers or meters to be combined as a single billing entity for electricity consumption and credits.

Rules must address the number of participating customer-generators, geographic distribution limits, maximum kilowatts that may be aggregated, distribution of excess electricity credits, and a standard contract or tariff for group net metering.

Group net metering would expand solar energy access to residents in multi-unit buildings and those unable to install on-site photovoltaic systems, as only 22-27 percent of Hawaii residential buildings are suitable for hosting solar panels.

Request electric utility companies to provide group net metering upon request from eligible customer-generators, with participation not affecting existing rate classes.

Transmit copies to the Public Utilities Commission, Hawaiian Electric Company, Maui Electric Company, Hawaii Electric Light Company, and Kauai Island Utility Cooperative.
