Requests the Auditor to conduct a feasibility study on consolidating oversight of adult residential care and foster home facilities under a single state department.

Directs the study to assess current state allocation of quality assurance responsibilities across departments, review standards and inspection processes for residential care facilities and nursing homes, and recommend an integrated management strategy.

Requires the Auditor's study to include proposed amendments to existing law necessary to implement recommendations.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2013 Regular Session convenes.

Notes that the Department of Health currently licenses Adult Residential Care Homes, Extended Care Adult Residential Care Homes, and Assisted Living Facilities, while the Department of Human Services licenses Community Care Foster Family Homes.
