Director of State Civil Defense requested to convene a task force to develop an international response plan for tsunami debris from the March 2011 Japan earthquake that may reach Hawaii's shores

Task force shall include representatives from the military, University of Hawaii's National Disaster Preparedness Training Center, Rotary Club, Lions Club International, Kiwanis International, The Nature Conservancy, National Audubon Society, Sierra Club, and Surfrider Foundation

Task force directed to address emergency preparedness needs including sirens, evacuation procedures, debris collection and disposal coordination, and safeguards to protect endangered Hawaiian monk seals and other wildlife

Task force members shall receive reimbursement for necessary expenses but no compensation for service

Task force required to submit report to Legislature no later than twenty days before the 2014 Regular Session and shall be dissolved on June 30, 2014
