Urges the City and County of Honolulu to create a vehicle registration credit for residents who drive limited miles in their vehicles.

Credit applies to residents who can provide two safety inspections at least 11 months apart showing less than 3,000 miles driven between inspections.

Credit equals a 10 percent discount of the total registration fee for qualifying residents.

Addresses concern that current vehicle registration fees are based on vehicle weight rather than miles driven, placing burden on low-mileage drivers who use roads less frequently.

Directs transmission of the resolution to the Mayor, Honolulu City Council, and the Motor Vehicles, Licensing and Permitting Division.
