H.C.R. No. 206 Summary

• Requests the Department of Business, Economic Development, and Tourism to convene a task force to develop an objective methodology for evaluating and ranking sustainable and alternative energy technologies.

• Assessment methodology must evaluate initial installation costs, operating costs, replacement costs, decommissioning costs, environmental impacts, employment effects, energy independence value, and estimated price increases for resources.

• Task force composition includes 9 members: 3 selected by the Governor, 3 Senate members selected by the Senate President, and 3 House members selected by the Speaker, with at least one member from each of Hawaii, Kauai, and Maui counties.

• Members must have expertise in environmental, economic, social, and technical perspectives on alternative energy, cannot have conflicts of interest, will not receive compensation but will be reimbursed for expenses, and are not considered state employees.

• Task force must report findings and recommendations to the Governor and Legislature no later than 20 days before the 2013 Regular Session convenes and dissolves on June 30, 2013.
