Requests United States Congress to fund abortions for servicewomen in cases of rape or incest, amending 10 U.S.C. § 1093(a) to allow Department of Defense funds for these procedures.

Calls for lifting the ban on private funding of abortions at military bases to provide servicewomen with access to safe abortion services.

Notes that over 365,000 women serve in the U.S. Armed Forces with more than 100,000 stationed overseas, many unable to access safe abortion care in foreign countries.

Argues that the current ban on federally funded abortions at military facilities except where the mother's life is endangered discriminates against servicewomen and creates health risks by forcing them to use potentially substandard local facilities.

Directs the state legislature to transmit certified copies of the resolution to the U.S. Senate Majority Leader, House Speaker, and Hawaii's congressional delegation.
