Requests the University of Hawaii College of Social Sciences Public Policy Center and Spark M. Matsunaga Institute for Peace and Conflict Resolution to develop a comprehensive plan coordinating statewide policies and services for human trafficking victims and survivors.

Directs establishment of a working group to identify existing protocols and statutory safeguards for minor trafficking victims, explore best practice service models, identify control strategies, and evaluate teacher training and health curriculum options.

Requires submission of a comprehensive plan to the Legislature no later than twenty days before the 2013 Regular Session convening, including recommendations for practice and procedure changes and proposed legislation to protect trafficking victims and at-risk minors.

Notes Hawaii received an "F" grade from Shared Hope International and American Center for Law and Justice for lacking human trafficking laws that include sex trafficking crimes, and a 4 out of 10 score on the Polaris Project's 2011 state ratings report.

Directs certified copies be transmitted to the Director of Human Services and directors of both the Public Policy Center and Matsunaga Institute.
