Notes that approximately 9,000 families are on the public housing waiting list with average wait times of two to five years, and delays in turning around vacant units impact rent revenues and available funding.

Identifies that some tenants pay no rent, minimal rent, or are in arrears, and that Hawaii Revised Statutes section 356D-43 requires the Authority to set rental rates sufficient to cover all management, operation, and maintenance expenses.

Directs that certified copies of the resolution be transmitted to the Governor, Director of Human Services, Executive Director of the Hawaii Public Housing Authority, and the Hawaii Regional Administrator of the U.S. Department of Housing and Urban Development.
