Identifies that work scopes and qualifications for these positions are detailed in the Uniform Plumbing Code, Uniform Mechanical Code, and Uniform Solar Energy Code published by the International Plumbing and Mechanical Officials (IAPMO).

Directs the Auditor to assess alternative forms of regulation and submit findings, recommendations, and proposed legislation no later than twenty days before the 2013 Regular Session convenes.

Cites consumer protection concerns, noting the public lacks knowledge to assess the competency and safety of work performed by unregulated practitioners in these fields.
