Request that the Department of Human Services fully implement Hawaii's 1994 Section 1115 Medicaid waiver to expand eligibility to up to 300 percent of the Federal Poverty Level

Acknowledge that Hawaii reduced QUEST eligibility from 300 percent to 100 percent of the Federal Poverty Level between 1996 and 1998, and lowered QUEST-Net Adult eligibility from 300 percent to 200 percent in February 2008

Require the Department of Human Services to submit a report to the Legislature no later than 20 days prior to the 2013 Regular Session on progress toward fully implementing the Section 1115 Waiver

Direct that certified copies be transmitted to the Governor, Director of Human Services, Director of Finance, and Executive Director of the Hawaii Health Authority
