• Requests the Auditor to conduct a financial and management audit of state agencies with salary and wage overpayments exceeding $2,000,000.

• Audit must examine the full extent of overpayments by department, amounts repaid and still owed, amounts written off as uncollectable, and state collection efforts.

• Audit must include recommendations for legislation to address salary and wage overpayments and improve collection procedures.

• Requires the Auditor to submit findings and recommendations no later than twenty days before the 2013 Regular Session convenes.

• Identifies root causes including non-computerized leave request forms, delayed notifications of employee terminations or absences, and a state law prohibiting collection of overpayments more than two years after the fact.
