Request the Office of the Auditor to conduct a management and financial audit of the University Clinical, Education and Research Associates, Inc., a separately incorporated not-for-profit corporation related to the University of Hawaii John A. Burns School of Medicine.

The University Clinical, Education and Research Associates, Inc. functions as a practice plan for School faculty, generating clinical revenues during faculty's private practice outside university hours.

The Auditor's previous audit of the School (fiscal year 2001-2002) recommended improved contract negotiation procedures with health care organizations, but did not include financial information for the separately incorporated entity.

The Auditor shall submit a report of audit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013.

Transmit certified copies of this resolution to the Auditor, Governor, University of Hawaii President, Board of Regents Chairperson, School Dean, and the Chief Executive Officer of University Clinical, Education and Research Associates, Inc.
