Urges the United Nations to grant Taiwan observer status participation in the United Nations Framework Convention on Climate Change Conference of the Parties.

Notes that Taiwan is an industrialized nation classified as an Annex I country but has not yet been permitted to participate in the climate change convention despite having one hundred ninety-four member parties as of May 2011.

Highlights Taiwan's green energy leadership as the world's largest LED manufacturer and second largest solar cell manufacturer, and its commitment to reduce greenhouse gas emissions by at least 30 percent by 2020.

Emphasizes that Taiwan's participation would align with the convention's principle that "global nature of climate change calls for the widest possible cooperation."

Directs transmission of the resolution to the U.S. Department of State Secretary, United Nations Secretary General, President of the Republic of China, EPA Director, and Taiwan's Environmental Protection Administration Minister.
