Urges federal and state enforcement agencies to enforce the federal Stark Law, which prohibits physicians from referring patients to medical facilities in which they have financial interests for Medicare and Medicaid services.

Requests that Hawaii health insurers and managed care providers, including AlohaCare, HMSA, Kaiser, and Humana, develop internal policies supporting Stark Law enforcement and compliance with financial relationship reporting requirements under federal regulations.

Directs transmission of certified copies to federal agencies including the Attorney General, Department of Health and Human Services, Federal Trade Commission, SEC, and IRS, as well as state officials and health plan administrators.

References amendments to the Stark Law through the 1993 Omnibus Budget Reconciliation Act, the 1994 Social Security Act, and the 2010 Patient Protection and Affordable Care Act, which expanded restrictions and added new reporting protocols.
