Requests the State Board of Nursing, Professional and Vocational Licensing Division, Department of the Attorney General, and Hawaii State Center for Nursing to collaborate and identify barriers preventing data sharing between agencies on nursing workforce information.

Directs these agencies to identify and remove barriers that have prevented full implementation of recent legislation allowing Advanced Practice Registered Nurses to practice to the full extent of their education and training.

Requires the agencies to report their efforts to the Legislative Reference Bureau regarding removal of data-sharing barriers and implementation barriers related to nursing legislation.

Requests the Legislative Reference Bureau to compile the agencies' findings and recommendations, including any proposed legislation, and submit a report to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Supports recommendations from the Institute of Medicine regarding improved nursing workforce data collection, nursing education advancement, and full implementation of nurses' scope of practice as part of health care reform efforts.
