Opposes the indefinite detention provisions (sections 1021 and 1022) of the National Defense Authorization Act for Fiscal Year 2012, signed into law on December 31, 2011.

Expresses concern that the act authorizes detention "without trial, until the end of the hostilities" for persons suspected of involvement with al-Qaeda, the Taliban, or associated forces.

States the detention provisions violate fundamental constitutional rights guaranteed to U.S. citizens and permanent residents, including due process, right to counsel, fair trial, and presumption of innocence.

Directs certified copies be transmitted to the President of the United States, the Senate Majority Leader, the Speaker of the House, and Hawaii's congressional delegation.
