Request the Legislative Reference Bureau to study gubernatorial appointments to boards and commissions under Hawaii Revised Statutes section 26-34.

Direct the Bureau to make recommendations on whether eliminating or creating board and commission appointments would increase government efficiency.

Direct the Bureau to evaluate changes to term lengths and successive term limits for board and commission members to improve operational efficiency.

Direct the Bureau to identify additional measures that would increase efficiency in both individual boards or commissions and general state government operations.

Require the Legislative Reference Bureau to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.
