Encourages single-family residence builders to consider design factors that facilitate future photovoltaic system installation during initial construction and development.

Recommends builders evaluate south-facing roof orientation with approximately 22-degree slope, adequate roof area for multiple solar uses, and sufficient structural integrity for photovoltaic panels and wind loading.

Advises considering electrical panel capacity, location, and space for photovoltaic circuit breakers, as well as electrical conduit connections from solar collection areas to the electrical panel.

Directs builders to label blueprints with photovoltaic system components and evaluate whether structure design and orientation would prevent photovoltaic systems from meeting the building's full electrical load requirements.

Requires certified copies of the resolution be transmitted to county mayors and county building department directors.
