Requests the Board of Trustees of the Employer-Union Health Benefits Trust Fund and Department of Budget and Finance to study unnecessary payments made to insurers for health benefits of deceased individuals.

Directs analysis of solutions to eliminate or reduce payments for deceased beneficiaries, including submitting noncontributing beneficiary lists to the Department of Health for death certificate monitoring and automatic plan cancellation.

Proposes annual confirmation letters to noncontributing beneficiaries requesting verification of intent to continue benefits, with automatic cancellation for non-response and appeal rights available.

Requires submission of study and analysis to the Legislature at least 20 days before the 2013 Regular Session convening.

Addresses concerns that the Employer-Union Health Benefits Trust Fund, facing a $14 billion unfunded liability, may be making unnecessary premium payments for deceased noncontributing beneficiaries who are not required to pay contributions.
