Request the Department of Business, Economic Development, and Tourism to conduct a study on the social impacts of a single stand-alone casino in Waikiki.

Require cooperation from the Hawaii Tourism Authority, Honolulu Police Department, Department of Commerce and Consumer Affairs, and Hawaii Visitors and Convention Bureau by providing information and assistance with surveys.

Direct the Department of Business, Economic Development, and Tourism to submit findings and recommendations to the Legislature no later than twenty days prior to the Regular Session of 2013.

Acknowledge that Hawaii is one of only two states prohibiting all types of gambling and that over 150 gambling proposals have been submitted to the Legislature in nearly three decades.

Reference the 1996 Department report noting that gaming could produce modest economic benefits but requires further study of uncertain social costs including crime and pathological gambling.
