Urges the Governor, Department of Hawaiian Home Lands, and Department of Public Safety to consider developing a new correctional facility on Department of Hawaiian Home Lands property adjacent to Hilo International Airport.

Notes that current state correctional facilities lack sufficient space to house all state prisoners and approximately one-third of prisoners are incarcerated out of state, separated from families and communities.

References Governor Abercrombie's "A New Day" plan to return state prisoners from mainland prisons and build secure prison facilities in Hawaii based on cost-effectiveness, safety, and community benefit.

Directs that certified copies of the resolution be transmitted to the Governor, Chairperson of the Hawaiian Homes Commission, and Director of Public Safety.
