Requests the Board of Education and Department of Education to collaborate with parent organizations to establish, implement, and monitor statewide policies for family engagement in Hawaii's public schools

Directs implementation of eight specific actions including updating Parent/Family Involvement Policy No. 2403 and Comprehensive Student Support Policy No. 2203 to reflect current research and best practices

Requires development of two-way communication systems between families and the Department of Education at all levels, from individual schools to upper administration

Mandates creation of accountability systems with measurable indicators to assess progress in family-school engagement and identify effective practices for system-wide dissemination

Requires the Board of Education and Department of Education to report findings and recommendations, including proposed legislation if necessary, to the Legislature no later than twenty days before the 2013 Regular Session convenes
