Requests the Board of Education and Department of Education to establish a statewide resource development program to help public schools create endowments.

Directs the program to utilize expertise from established programs at Hilo High School, Farrington High School, and Kahuku High School to assist complex areas in developing similar fundraising organizations.

Sets a goal of creating $500,000 in endowments within each complex area in the state.

Requires the Hilo High Foundation, Farrington Foundation, and Kahuku.org to report on the program's progress to the Senate and House Education Committees by twenty days before the 2013-2018 regular legislative sessions.

Directs transmission of certified copies to the Board of Education Chairperson, Superintendent of Education, and the three named foundations.
