Expresses legislative support for NGOs helping homeless and at-risk individuals and families become self-sufficient and contributing citizens

Encourages greater leadership at the county level, noting counties have jurisdiction over zoning and control significant parks, beaches, and roads affected by homelessness

Urges counties to make additional resources available for supporting individuals and families experiencing or at risk of homelessness
