Urges the Abercrombie Administration to initiate legislation requiring written permission from landowners before hunting on private lands in Hawaii.

Requests consideration of amendments to Section 183D-26, HRS to require written permission for hunting on private property and remove the requirement that landowners file sworn complaints before prosecution.

Requests consideration of amendments to Section 708-813, HRS to remove the fencing/enclosure requirement for trespass prosecution and establish criminal trespass in the first degree for entering or remaining unlawfully on private property at night while possessing a firearm.

Addresses concerns about trespassing hunters causing damage, injury, and safety hazards to farmers, ranchers, families, and workers, as well as damage to livestock and crops.

Directs transmission of the resolution to the Governor, Board of Land and Natural Resources Chairperson, Attorney General, and county mayors and councils.
