Requests the Board of Education and Department of Education to comply fully with findings and recommendations from the Office of the Auditor's management audit of the Hawaiian Studies Program.

Directs the Department to allocate appropriate resources to the Hawaiian Studies Program and update/revise curriculum for grades K-6.

Requires monitoring of Hawaiian Studies fund usage in schools and clear definition of the roles of kupuna (elders) and makua (parents) as cultural teachers versus regular classroom teachers.

Mandates substantive resource allocation for kupuna and makua training and educational programs.

Requires a complete accounting of all expenditures related to establishing and implementing the Hawaiian education program as mandated by Article X, Section 4 of the Hawaii State Constitution.
