Urges the Hawaii Public Housing Authority to apply for a Choice Neighborhoods Grant from the U.S. Department of Housing and Urban Development.

Notes that 400-600 public housing units operated by the Authority cannot be rented due to uninhabitable conditions requiring repairs and modernization.

Documents that 11 of 65 federal public housing projects failed 2010 federal inspections with scores of 59 or below out of 100, and approximately one-third scored 69 or below.

Identifies the Choice Neighborhoods Grant Program as transforming distressed neighborhoods into viable mixed-income communities by linking housing improvements with services, schools, transportation, and job access.

Directs transmission of the resolution to the Executive Director and Board Chairperson of the Hawaii Public Housing Authority.
