Request the State of Hawaii Office of Veterans' Services to develop a plan for a memorial on the State Capitol grounds honoring veterans of the Persian Gulf War, Operation Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, and Operation New Dawn.

Direct the memorial be placed near the existing Korean and Vietnam War Memorial on the Capitol grounds.

Require the Office of Veterans' Services, with assistance from the Department of Accounting and General Services and Department of Defense, to hold a public hearing to receive comments from interested organizations, Hawaii residents, and the general public.

Mandate submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than January 1, 2013.

Direct transmission of certified copies to the Adjutant General, Director of the Office of Veterans' Services, and the Comptroller.
