Urges the Department of Land and Natural Resources to enter into a memorandum of understanding with the Honolulu Police Department to address security and rule enforcement issues at harbors operated by DLNR on Oahu.

Notes that Division of Conservation and Resources Enforcement officers operate only during normal business hours and are on call after hours, leaving boaters without recourse when offices are closed or calls go unanswered.

Identifies specific enforcement gaps including public disturbances, excessive noise, barking dogs, and reckless boating that fall within the Division's jurisdiction but lack timely response.

Requests DLNR submit an executed copy of the memorandum of understanding and a written report with findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2013 regular session convenes.

Directs certified copies be transmitted to the Chairperson of the Board of Land and Natural Resources and the Chief of Police of the Honolulu Police Department.
