Identifies that Medicaid reimbursement rates are inadequate and pay physicians significantly less than private insurers or Medicare for identical services.

Notes that low reimbursement rates have caused physicians to refuse Medicaid patients and created financial hardship for healthcare providers.

Requires certified copies of the resolution to be transmitted to the U.S. Secretary of Health and Human Services, the Social Security Administration Commissioner, the Centers for Medicare & Medicaid Services Administrator, and Hawaii's Director of Human Services.
