Hawaii Stadium Authority is requested to conduct a feasibility study on improvements and expansions to Aloha Stadium and its grounds, in consultation with the University of Hawaii and Hawaii Tourism Authority.

Study should consider revenue-generating developments including a commercial and retail center with restaurants and shops, a hotel for visiting teams and fans, and multi-family workforce rental housing.

Stadium renovations and new commercial developments are urged to be environmentally sustainable wherever possible.

Hawaii Stadium Authority must submit a report with findings and recommendations to the Legislature no later than twenty days before the 2013 Regular Session.

Certified copies of the resolution shall be transmitted to the Director of Business, Economic Development, and Tourism, Hawaii Tourism Authority President, Hawaii Stadium Authority Chairperson, and University of Hawaii leadership.
