Requests the Director of Labor and Industrial Relations to identify ways to improve and accelerate the processing of workers' compensation claims by the Disability Compensation Division.

Addresses concerns that complex paperwork and time-consuming processes may cause health care providers to refuse treating patients with work-related injuries.

Notes that injured workers may experience delays in receiving timely treatment due to difficulty finding health care providers that accept workers' compensation cases.

Directs the Director to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Cites concerns that Hawaii may lose health care providers to other states where workers' compensation claims are processed more expeditiously.
