States that mandatory labeling would help limit seed dispersal from genetically engineered crops into the agricultural landscape and mitigate environmental and economic contamination impacts

Directs transmission of certified copies to the Governor, Board of Agriculture Chairperson, Director of Health, Hawaii Farm Bureau Federation, and Hawaii Agriculture Research Center
