Requests the Department of Human Services to implement a demonstration project to integrate healthcare services for individuals enrolled in both Medicaid and Medicare to improve patient care quality and reduce administrative burden.

Directs the department to optimize participation in the integration demonstration while preserving consumer choice and ensuring traditional Medicare-only members are enrolled to protect competing dual eligible special needs plans.

Requires the Director of Human Services to submit an implementation plan report to the Legislature no later than twenty days before the Regular Session of 2013, including details on consumer engagement, enrollment targets, integrated care management, cost savings estimates, and quality measurement infrastructure.

Mandates a subsequent detailed report of findings, challenges, and recommendations with any necessary proposed legislation be submitted no later than twenty days before the Regular Session of 2014.

Directs certified copies of the resolution be transmitted to the Governor, Director of Health, and Director of Human Services.
