Urges the Centers for Medicare & Medicaid Services, private health insurers, and private health providers to adopt the principles and health care guidelines from the Dartmouth Atlas of Health Care.

Recognizes that the Dartmouth Atlas has documented variations in medical resource distribution and use across the United States for more than 20 years using Medicare data.

Notes that the Atlas demonstrates patients in high-spending regions do not experience better survival or quality of life outcomes compared to lower-spending regions, and often report lower satisfaction.

Highlights that supply-sensitive care accounts for more than half of Medicare spending and understanding these patterns is critical to improving health care quality and affordability.

Directs that certified copies of the resolution be transmitted to federal health officials, Hawaii's Congressional Delegation, state officials, and major Hawaii-based health insurance companies and health plans.
