Urges the Coastal Zone Management Program under the Office of Planning to determine title and ownership of acreage along the Pearl Harbor shoreline bordering Waipahu and Westlock that accumulated from mangroves, vegetation, and accreted land from upstream rivers.

Requires the identified owner to survey the land for hazards and environmental cleanup needs once ownership is established.

Directs study of the accretion process in the event the land remains untitled.

Calls for designating the land for future use as a park or community garden.

Directs transmission of certified copies to the Navy Region Hawaii Commander, Board of Land and Natural Resources Chairperson, Office of Planning Director, Honolulu City Council members, and the Department of Parks and Recreation Director.
