Requests the Speaker of the House of Representatives to convene a legislative task force of House members to assess the impact of the potential sale of the Tesoro oil refinery on Hawaii consumers and the state.

Directs the task force to develop economic models comparing the potential economic effects of having a single oil refinery operating in the state versus having at least two oil refineries operating in the state.

Requires the task force to develop an economic model analyzing the impact to Hawaii consumers and the state if a natural or man-made event causes an oil refinery to temporarily cease production, including how petroleum products could be supplied and projected impacts of such a scenario.

The Committee on Consumer Protection & Commerce recommends adoption of the resolution.
