Hawaii Department of Transportation directed to study cumulative traffic impacts of all proposed and likely developments on Kamehameha Highway in the North Shore and Koolauloa Districts of Oahu.

Study must analyze background traffic levels, large developments (including Turtle Bay Resort expansion and Malaekahana residential development), rental cars, tour buses, in-fill developments, and other related traffic factors.

Analysis shall include highway capacity metrics such as vehicles per hour ratios, levels of service, and other relevant statistical data to assess cumulative regional impacts.

Department of Transportation required to submit report with recommendations to the Legislature no later than twenty days prior to the start of the 2013 Regular Session.
