H.R. 145 Summary

• Requests the Board of Education to review its by-laws, policies, administrative rules, statutes, and internal procedures to provide legal protection for teachers and administrators regarding student re-admission after disciplinary action for abuse or alcohol/drug possession.

• Directs the Board of Education to make necessary changes to ensure teachers and administrators are indemnified and held harmless from incidents arising from re-admission of such students over their objections.

• Requires the Board of Education to submit a report of findings and any changes made to by-laws, policies, or procedures to the Legislature no later than twenty days before the 2013 Regular Session convening.

• Requires the Board of Education to submit a second report with any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convening.

• Directs transmission of certified copies to the Board of Education Chair, Superintendent of Education, Hawaii State Teachers Association President, and Hawaii Government Employees Association Executive Director.
