Recognizes the 40th anniversary of the Coastal Zone Management Act of 1972 and celebrates sound management of coastal, ocean, and Great Lakes resources.

Acknowledges Hawaii's participation in the National Coastal Zone Management Program through its state program approved in 1977 and codified as Chapter 205A of the Hawaii Revised Statutes.

Affirms the state's responsibility to manage and conserve public trust in coastal and ocean ecosystems while balancing ecological, cultural, historic, aesthetic, recreational, and economic development values.

Supports the federal-state partnership established by the Coastal Zone Management Act that provides funding and program support to meet the state's public trust obligations.

Directs transmission of certified copies to the National Oceanic and Atmospheric Administration, Hawaii's congressional delegation, and the Governor.
