Urges the Board of Education to provide academic credit, incentives, or penalties to motivate students to take Adequate Yearly Progress (AYP) tests seriously.

Notes that students are reportedly not taking AYP tests seriously, with anecdotal evidence including students creating pictures or messages with answer bubbles and intentionally performing poorly to reflect negatively on teachers.

Estimates that 25-50% of students taking the tests do not do so seriously, which could result in schools failing to achieve proficiency and facing escalating state sanctions.

Requests certified copies be transmitted to the Governor, Board of Education Chairperson, and Superintendent of Education.
