Director of State Civil Defense requested to convene a task force to develop an international response plan for tsunami debris from the March 2011 Japan earthquake that may reach Hawaii's shores.

Task force shall include representatives from the military, University of Hawaii's National Disaster Preparedness Training Center, Rotary Club, Lions Club International, Kiwanis International, The Nature Conservancy, National Audubon Society, Sierra Club, and Surfrider Foundation.

Task force must address emergency preparedness needs, coordination of local and state response plans, debris collection and disposal procedures, and safeguards to protect wildlife including endangered Hawaiian monk seals.

Task force members receive no compensation but shall be reimbursed for necessary expenses including travel costs.

Task force required to submit report to Legislature no later than twenty days before the 2014 Regular Session convenes, with the task force dissolving on June 30, 2014.
