Requests the President of the United States to amend Executive Order 13089 to exempt maintenance and dredging activities in existing small boat and commercial harbors within Hawaii.

Acknowledges that Executive Order 13089 requires federal agencies to protect coral reef ecosystems and prevent degradation from agency actions.

Identifies that the Department of Transportation and Department of Land and Natural Resources must remove coral growth from harbor floors to prevent damage to vessels and maintain proper harbor function.

States that compliance with the Coral Reef Conservation Act of 2000 and Executive Order 13089 has become burdensome for the State when performing necessary harbor maintenance.

Directs transmission of certified copies to the President, the Director of the Bureau of Ocean Energy Management, Regulation and Enforcement, and state agency heads.
