Urges the City and County of Honolulu to create a vehicle registration credit for residents who drive limited miles in their vehicles.

Establishes eligibility based on two safety inspections at least 11 months apart showing less than 3,000 miles driven between inspections.

Sets the credit amount at a 10 percent discount off the total vehicle registration fee for qualifying residents.

Argues that current registration fees based on vehicle weight burden residents who rarely use their vehicles, while those who drive more should bear the primary cost of road maintenance.

Directs the resolution to be transmitted to the Mayor, Honolulu City Council members, and the Motor Vehicles, Licensing and Permitting Division.
