Department of Business, Economic Development, and Tourism is requested to convene a sustainable and alternative energy assessment task force to develop objective methodology for evaluating and ranking alternative energy technologies.

Assessment methodology must evaluate initial installation costs, operating costs, replacement costs, decommissioning costs, environmental and social impacts, energy independence value, employment impacts, and price increase estimates for alternative energy systems.

Task force composed of nine members: three selected by the Governor, three Senate members selected by the Senate President, and three House members selected by the Speaker, with at least one member from each of Hawaii, Kauai, and Maui counties.

Members must have expertise in environmental, economic, social, and technical perspectives regarding alternative energy and cannot be employed by or consult for organizations with potential conflicts of interest.

Task force must submit findings and assessment methodology to the Governor and Legislature no later than twenty days before the 2013 Regular Session convenes and dissolves on June 30, 2013.
