Requests the Board of Education to maintain, monitor, and enforce anti-bullying, anti-cyberbullying, and anti-harassment policies across all public and charter schools.

Requires policies to cover conduct on school premises, school-sponsored functions and transportation, and electronic communications on school computers and networks.

Mandates annual training on promoting peace and respect, investigation procedures for violations, reporting mechanisms, and public availability of statewide bullying statistics.

Requires designation of primary contacts in the Department of Education and at each charter school to oversee policy implementation and receive complaints.

Directs the Board of Education to report to the legislature by 20 days prior to the 2013 Regular Session on policy status, findings, recommendations, and any proposed legislation.
