States the pipeline is projected to create 20,000 immediate jobs and up to 200,000 indirect jobs, with support from labor organizations including the AFL-CIO.

Claims pipeline projects can reduce America's carbon footprint by decreasing truck traffic on highways and serve as an environmentally sound method for delivering supplies and resources.

Acknowledges that alternate pipeline routes should be utilized to avoid dangerous environmental impacts.

Directs distribution of the resolution to the President, Hawaii's Congressional Delegation, the Governor, and the Director of the Department of Business, Economic Development and Tourism.
