Request the Department of Planning and Permitting of the City and County of Honolulu to study whether county land use ordinances can restrict fraternity and sorority house locations on Oahu.

Study whether a clear and enforceable definition of "fraternity or sorority house" can be developed for regulatory purposes.

Examine whether prohibiting fraternity and sorority houses as permitted uses outside a one-mile radius from the University of Hawaii at Manoa campus would be appropriate and legal.

Consider whether designating fraternity and sorority houses as permitted uses only in apartment or apartment mixed-use districts would be preferable, and whether state or county ordinances should be amended to limit the maximum number of unrelated college students cohabitating.

Request the Honolulu Police Department to issue citations rather than warnings upon first valid complaint of excessive noise from fraternity or sorority houses.
